Is it possible to expand the xeriscape zones?

Yes
For the first xeriscape zone connect either the blue or brown wire to the timer terminal as normal. From each of the remaining xeriscape terminals on the timer you can connect the anode of a diode such as a 1N4004. Then connect the cathodes of the diodes together and to the other blue or brown wire from the RS500.

Will the RS500 work without a timer?

No
The RS500 is designed to upgrade irrigation timers and will not operate without being connected to an existing timer.
